Despite the City's efforts to create transparency, the labyrinth of its agencies and regulations affecting construction remains a mystery to most property owners, contractors and their counsel. This program will present and explain the laws governing the operations within and the enforcement tools used by the numerous and overlapping regulatory and investigative agencies charged with ensuring the safety of the City's citizens. Topics include: (i) Local Law 11; (ii) skilled-trade licensing, (iii) the Loft Law, (iv) landmarks, (v) prevailing wage requirements, (vi) the Citywide Construction Fraud Task Force, (vii) the role of the Department of Investigations (viii) the progression of violations through various administrative channels, and (ix) when violations lead to criminal prosecution and other long-term consequences.
