The rapid pace of changes in artificial intelligence (AI) and generative AI (GAI) is astounding and has only been outdone by the rapid change in U.S policy towards AI from safe and responsible use of AI to a desire to make the U.S. competitive and the dominant leader in AI globally. Stakeholders who had focused their resources primarily on addressing AI safety issues and the responsible use of AI based upon policy choices made during the four years of the last Administration are now likely to shift their primary focus away from safety issues to competitive AI challenges and new opportunities to increase market share, scale rapidly, and expand products and services. With this rapid shift, AI stakeholders across the globe yearn for clarity in understanding how to engage with the U.S. on AI issues.

Whether the focus is inside the U.S. or outside the U.S. the four most common challenges for stakeholders to address include (1) the rapid pace with which AI is advancing; (2) the slow pace at which the law moves and its inability to keep pace with the rapid advancement of AI; (3) the slow pace of policymakers who have not yet determined how to regulate AI without limiting the effectiveness of AI or addressing AI point in time challenges; and (4) the slow pace of balancing the promise of help AI can bring to some segments of the population with peril of harm AI can bring to the same segment.
