Following the dramatic events of January 2026—marked by the U.S. military operation in Caracas and the subsequent indictment of Nicolás Maduro—Venezuela stands at a historic and volatile crossroads. While the interim government under Delcy Rodríguez has signaled a surprising openness to privatizing the oil sector and releasing political prisoners, the nation remains under a complex web of sanctions, shifting military loyalties, and immense legal uncertainty.

This panel brings together a panel of experts to analyze how we got to today and the legal battlegrounds awaiting international investors. This panel will examine the volatile intersection of U.S. criminal law and national security as well as international law and their impact on global energy markets in the current environment. The conversation will bridge the gap between the "two truths" of current-day Venezuela—the restoration of investor confidence and diplomatic ties through the "Energy Deal," versus the persistent challenges of local political forces and non-state actors.
