Join the New Lawyer Institute for a discussion with NYS Division of Human Rights Chief Administrative Law Judge Lilliana Estrella-Castillo. Learn about Chief ALJ Estrella-Castillo’s career path and hear her tips as you launch your own career as an attorney. This program is part of a series by the New Lawyer Institute to introduce recent law school graduates to members of New York’s judiciary.

Lilliana Estrella-Castillo, Chief Administrative Law Judge, New York State Division of Human Rights

Lilliana Estrella-Castillo joined the New York State Division of Human Rights in January 1999, as a Senior Attorney in the Office of Administrative Law Judges, a title she held until September 2002, when she was appointed Administrative Law Judge.  As Administrative Law Judge, she presided over pre-hearing settlement conferences, preliminary conferences, and public hearings in cases where the Division issued a finding of probable cause.  She served as Administrative Law Judge until May 2013, when she was appointed Chief Administrative Law Judge, a title she currently holds. As Chief Administrative Law Judge, she is responsible for the day to day statewide operations of the Hearing Unit, involving supervision of Administrative Law Judges, as well as the Calendar Unit which schedules all administrative matters coming before the Unit.


Before joining the Division, she was an attorney in private practice for a boutique general practice law firm.


Lilliana received her law degree from New York Law School and her undergraduate degree from Fordham University (College at Lincoln Center).  She is a member of the National Association of Administrative Judiciary. 
She lists as one of her greatest achievements the title of “Mom” which she first acquired in 1988, and again in 1992, and 1998.
