Description:
The Trump Administration has withheld billions of dollars in funding Congress appropriated. The appropriations cover a wide range of programs affecting many substantive areas, ranging from foreign aid, to scientific research, to education, to national parks. In addition, the Administration has withheld or clawed back grants that had been approved, even while the funded work is underway. And it is leveraging the withheld funds to oppose “DEI” initiatives and to advance other Administration policies.
The Administration’s actions are being challenged in court, on grounds including violations of the Impoundment Control Act, with varying degrees of success. While court challenges continue, funding recipients, including researchers and service providers, are feeling the impacts. We will discuss the legality of the Administration’s actions, and how funding recipients, government officials, and service providers are dealing with the issues and problems presented.
