Since its creation in 2002, the International Criminal Court (ICC) has prosecuted only cases from Africa, and two current heads of state in Africa stand indicted by the court. The African Union and others have accused the ICC of targeting Africans and being a tool of Western imperialism. Defenders of the ICC point out that the court itself does not control which cases it takes on, because most of the court's cases are generated from either the UN Security Council or self-referral by state parties.

This program seeks not solely to rehash the arguments of the two sides, but to explore steps that can be taken to mend the relationship between the ICC and some African leaders.
