Earlier this year, the United Nations General Assembly approved the text of an Arms Trade Treaty (ATT) -- to regulate the international transfer of conventional arms -- including handguns, rifles and automatic weapons, as well as battle tanks, combat aircraft and warships. The ambition is to thwart weapons transfers that could lead to international crimes and human rights violations, or end up in the black market available to dictators, warlords, pirates and criminal gangs. Though more than 80 countries have signed the treaty, the ATT remains controversial. This opening panel of International Law Weekend will feature a robust debate on the treaty from both the international and national perspectives. Panelists include Angela Kane, U.N. High Representative for Disarmament Affairs, and Suzanne Nossel, former executive director of Amnesty International and current executive director of PEN American Center.
